Some quick Googling in Japanese yielded this reference (ref. #13) in a journal article from 1972 (http://www.orsj.or.jp/~archive/pdf/bul/Vol.16_03_125.pdf), which seems to be the original Japanese title:

後藤，“三値論理学の継電器回路への応用ぺ電気三学会東京支部連合大会講演要旨， 1948, p.3.

 

If you’re in Tokyo, the National Diet Library might be the best place to look for something this old (http://www.ndl.go.jp/en/).
