No, Windows 10 (and I think 7, too) just treat a move very near a
screen edge with a bit of snap, and a resize to the top edge (and
maybe other edges) as a "maximize vertically" (resp. horizontally)
command. Maybe it's that "user-friendly" MacOS that you're thinking of;
it always seems to be doing things that confuse and distress me. :-)
