"apt-get uninstall php; apt-get install python" comes immediately to
mind. ;-)

Seriously, this sounds like an apt-get bug to me.  Low-level
functionality like apt-get should not be trying to ensure overall
system consistency.

Have you tried aptitude or another "smart/convenient" UI?  They often
know how to resolve such conflicts.
