Heh.  I am *very* tempted to do that with traffic violations here....

Come on over to the other side of Kitaura and you'd be surprised at how much worse traffic is in coastal Ibaraki than up on the Piedmont, where you are. We have the additional cachet of being on the road connecting Tokyo with the Hokkaido ferry dock at Oarai and end up with long static lines of trucks with Wakkanai, Sapporo, and Tomakomai license plates that don't stop to buy anything from the local shops, wreck our roads, treat red lights as optional, and stuff articulated tractor-trailers into right hand turns through spaces vacated by a K-jidosha turning right from the opposite direction.

After several years here, I am convinced that if the Israelites had come from Ibaraki, Moses would have climbed Tsukuba-san to receive the Fifteen Really Good Ideas written on the back of an envelope that had contained God's TEPCO bill, and received instructions to narrow it down to ten. And, after 4,000 years the twelve tribes would still be sending junior-double-under-sub-assistant-fuku-kakaricho-dairis to meetings in Chikusei to negotiate the menus for the annual meeting of the kachos in Hitachi-Ota, where they would discuss making a plan to form a committee to decide the schedule for forming the study group to propose the membership standards for the management group that would vet the candidates for the organization that would investigate changes in the social environment, and the possible perceived changes in the meaning of the terms, since the envelope was carried down from the mountain, and prepare a report that could be discussed by the General Conference in Kashima, with an eye toward appointing a committee of experts.
