FWIW, that's no longer the case.  It's become trivial in almost all
distributions, including FreeBSD, to add Japanese afterwards. 
I'm not sure where Lyle's running into issues--in most Ubuntu
distribtuions, there's a simple menu to add different languages, and if one
picks Japanese, afterwards, ibus setup is trivial.
Hopefully, someone with Kubuntu can give better step by step instructions.
