Thank you for your kind offer of help, but while I have ordered reverse dns delegation for for myself and dozens of client companies in the US, I have not been successful here in Japan.

Likely due to my level of understanding of the Japanese language.

It's my understanding that you must own the IP range to make this
particular setting. You can't just ask them to delegate these to your
control. Isn't something like your type "A" or "MX" records.

Furthermore, have you checked if the current "rDNS" record resolve to
the domain of the ISP?
