Wi2 works in Airport buses and Narita Express, but probably not in Keisei Skyliner line (not sure though).

Wi-Fi is fragile to rely extensively on, but...

I think in this case, it'll only be light usage anyway, so that might be the best bet, although they might be taking the train and not the bus.  Does the Narita Express or Keisei's Skyliner have Wi-Fi?
