My first post, but probably useless. :-) I don't know the answer to your questions...but something perhaps obvious which I'll say anyway...
My suggestion is to buy an international brand.  Something 
that is also sold overseas.  And then Google for people 
trying to get it working on Ubuntu in an English speaking 
country.
Even if they released model 123 in the USA but 124 in Japan 
in about the same year, you're probably ok.  On the other 
hand, if one is 123E and the other is 123J, your confidence 
is probably even higher.
Alternatively, places like Amazon USA can sometimes ship to 
Japan.  Or if Amazon USA does not, Amazon UK [or some other 
Amazon] might...
