- If you ask a refund directly to the builder, you might need to. In fact,
some asks just the licence sticker, and some will abusively pay you only 20$
for returning the whole system registered and insured at your own cost (both
ways), and keep it for 1 month. (usually ends in option #2: "sue them").
- If you want to resell your OEM licence: just sell your sticker. As long as
you've not accepted/opened the package/licence you're can't be tied by any
term of the Microsoft EULA: They can't legally keep you from reselling the oem
product (at least, in europe) [1].
No idea how it works with Japan's intellectual laws.
[1] Once a product have been legally sold within the E.E.E., the intellectual
rights owner (MS) can't apply anymore any restrictions (No resell) except if
the initial contract (EULA) with user specified it.
In a try to avoid this, some evil builders added in their sales contracts some
terms where the buyer "must accept the installed software licences". But
legally, you can't be tied by a contract you have no knowledge of...
