One of the scariest unknown technology risks of this decade is the
issue of radiation from cell phones.

Really? To quote the Wikipedia folks, "citation needed." I find myself
a little dubious about this because I was hearing exactly this sort of
thing fifteen years ago (it was I suppose also "one of the scariest
unknown technology risks" of the '90s). It doesn't sound, from the
executive summary of that report, as if we really have any more concrete
evidence than we had fifteen years ago. (It's all mentioning of some
studies that found a link and "woo woo scary!" rather than "this is what
we thought we knew then, and this is how our knowledge has changed at
this point.)

Well, we get a little bit of a comparision: it appears we still have no
plausible mechanism for any damage that may be happening:

Cell phone waves are in the “radiofrequency” range. They lack
the penetrating energy of X-rays and radioactivity. Scientists are
still exploring how cell phone radiation may cause the harmful
effects that some studies have described.

Lack of a plausible mechanism, especially after decades of research,
always signals potential woo right there.

They also don't bother to mention that, if you use a headset, you can
basically disregard the RF output of the cellphone since the worst with
a headset are still putting considerably less RF into your brain than
the best without.
