I think they could be regarding sometimes strict security requisite WEB 
databese businesses
which do not prefer to choose in-house Windows servers
based on Apache & PHP and MySQL for specific needs in the nitche market.

e.g.

Virtual trade show for small Japanese and Asian parts manufacturers,
Online bookshops where purchasers can discuss with academic experts and 
literal authors,
Online consulting businesses etc.
