And if it was GPL'ed they wouldn't have to pay for your modifications (the first
time being the taxes to fund the research).

You could argue that way, but I'm thinking about the research that could be
based on it and made proprietary. Reserving commercial exploitation is certainly
another point, but that's not what I had in mind.
