httpd.conf, yes. That won't be read until after all the filesystems the system normally uses get mounted.

exports, probably.

hosts, yes if /home is on a locally attached disk. But if in your case /home is actually an NFS-mounted partition on a remote machine, your system may be unable to find the NFS mount with the hosts file on it until it's read its hosts file, and you'll be back to There's A Hole In My Bucket.
