OK, I think we can absolve Windows from this particular problem ;)

The network people at the US hoster say the problem is with the ISP's
upstream provider, which is Asia Netcom (aka Pacnet), more
specifically a block of IPs described as "Asia Netcom NRT HUB"
(203.192.149.0 - 203.192.149.255) where packets are getting dropped.
I've tried contacting our ISP (AsahiNet) in the hope they will pass
the message on to someone who knows about these things (rather than
asking me to reboot my PC).

Does anyone have any experience in contacting  Asia Netcom directly
(or getting the ISP to deal with this kind of issue)? According to
their website ( http://asianetcom.net/ ) they have a presence in Japan
but I can't see any contact info beyond sales and marketing.
