One could consider renting a dedicated server, maybe even placed out-
side of .jp . The torrentclient could be run there and transfers to
your computer connected to the dsl could get the files directly
via ftp, scp or something.

In case an ISP is throttling bittorrent-connections to the dsl this
could also be circumvented in establishing a vpn to the dedicated
server (OpenVPN comes to mind), setting the clients default-gw onto
the dedicated servers vpn-ip, and letting the dedicated server
nat the clients traffic into the rest of the world.

There are also internet-sites offering just plain vpn-services like
the one needed, running a dedicated server just for this is purpose
is probably too much.
