The rule of thumb is... that to be "equal", you have to be twice as
good?  Trash brings out the worst in people.  There's this house down
the road with a local family living there (they own it I think) and
some neighbors complained to them about not putting out their trash
correctly, so they got mad and stopped putting out their trash at
all... instead they just dump it in their own yard!  And now their
yard is nearly completely full of garbage.  People have complained
about the incredible eyesore it now is, but the trash people just say
"Well, if you want to take our trash out of our yard and put it
somewhere - go ahead!  Every time we try to, someone complains, so
we're not putting out trash any more."  (Not a joke - this is actually
happening here on planet earth, with real bipeds!)

Another story - my old roommate (back in California) had this dog that
would occasionaly bark, and this foaming-mouth lunatic idiot would
come around whenever he heard *any* dog barking, accusing my roommate
of disturbing the peace with his dog.  Sometimes Mr. Lunatic would
come storming up foaming at the mouth about the dog when we had
personally been with the dog, who was quietly just laying in the yard
doing nothing at all...  Maybe Trash-san got it into their heads that
any and all transgressions of Perfect Trash Behavior were yours?
