Historical reasons, basically. The /dev/hd* (IDE and older variations)
devices and /dev/sd* (SCSI) devices used to have quite different
drivers. They now share a lot of code, but not device names.

Unless you are using libata, in which case everything uses the /dev/sd? devices. This can cause problems if you move from an older pata driver to the libata ones because you need to update your device files in /etc/fstab or use labels instead of device files as identifiers.
