It's evidently an SD card reader attached to a PCMCIA controller. This
would be more or less the same thing as shoving an SD-card PCMCIA
adapter into a PCMCIA slot.
Having it attached to a PCMCIA bus rather than a USB bus can offer
advantages of higher speed and the ability to use I/O devices.
