I had an another approach:

export LANG=ja_JP.uecjp; fc-list
...

But no luck.

When I came here, motoya fonts was already installed. What I am having
is a tarball with a lot of ttf fonts inside. I think there is some
kind of licenses for Motoya 商用 font but I am not sure.

As I said, I've tried
export LANG=ja_JP.uecjp; fc-list
and failed. So I call for help from Tlug
