2 or 3 gigs of downloads in a month is nothing on a
standard DSL connection on a home computer for a lot
of people these days.  The problem is that the guys
did not understand their contracts, and just made
assumptions.  Some people try to blame the phone
company.  I will remain neutral on that one. :P
