To those then living (and perhaps dying) it always does.  Taking a
more long-term view, it becomes a lot more unclear.

Carter for sure, maybe even Clinton, think that way.  Bush?  That's
hard to imagine.  It's pretty clear that Bush thinks "Use a bigger
hammer" is the way to achieve democracy.  Nobody in his administration
has shown any inclination to apologize for mistakes; they'd rather
blame opposition in Congress.
