Thanks for the head's up.  It looks like the dept stopped serving NTP
locally in early July when they upgraded the servers (at least, that's
when the log starts showing errors), probably because the U opened the
firewall to NTP at some point.  (Hallelujah, they're slow learners,
but not yet comatose!)

Next I need to figure out why those errors didn't get picked up by
logcheck.
