That would depend on the number of other people he's sharing the link with, what kind of traffic load they're putting on the link, and also what servers he's connecting to.
When doing tests of link speed, also remember that servers that have high latency (usually because they're far away) will tend to have slower speeds due to limitations of the TCP stack tuning on either end. You can tell when this is happening by doing two simultaneous downloads from the remote server, if the speed of the individual downloads is the same regardless of whether you've got one or several running at the same time, this is the issue.
