Ruby may be as good, but the Python developers put a huge amount of effort into getting their Unicode processing right, and they have excellent codecs for all of the Japanese encodings. They have quite efficient regexes for Unicode, which is important (I'm not saying that Perl or Ruby don't, just that I know that Python has done a good job on that). Note that on Linux you can do a lot of processing with iconv and grep in shell scripts.
