It does not put restrictions on the user but on the distributor.
The distributor must grant the same freedom to its users than it was granted from the original distributor.
The distributor is _not_ free to restrict the freedom of would be users.
Besides, it is not the GPL that forces distributors to grant such a level of freedom. It is the copyright owner. The copyright owner has the right to forbid people from stealing their code.
It makes very good sense to me. Not to you ?
What if you had the right to enter a public library and take books away without having to give them back ? Is that the kind of freedom you are thinking about ?
