Howard was actually one of Google's earlier engineers. From what I
understand, he was in Tokyo to head up development of the Tokyo research
group.

I heard recently that Saint Gobain, a very large French manufacturing
company, has a presence in Japan primarily for research into materials &
manufacturing.
