Eh?  Dunno about That Other Emacs, but XEmacs has a huge tree of
customizations in the Options>Advanced>Emacs menu, and even more in
the "customize" interface and in the packages which don't get loaded
until the corresponding package does.  Both Emacsen have a powerful
macro facility, as well, which allows writing fairly complicated
scripts without actually knowing any Lisp.  They provide enormous
amounts of documentation about how to writing Lisp, too.  The Mozilla
suite hides all that from you.

True, your typical pant-and-drool puppy will not be able to do much
with Lisp, but anybody with any hackish blood at all will be able to
do many useful things with Emacs Lisp in only a few tens of minutes.
