No way. Windows machines are not "network silent", but, to slow down a
network, you need to be *very* verbose, much more than that...

Of course, a misconfiguration could make a machine to "loop" and spoil
your wifi network, with a poor implementation (I mean any OS, from Linux
to Windows).

But you can be sure that language settings (your question) are not
involved in this traffic. There is no "character set negotiation"
at low levels...
