AFAIK, ext3 *is* basically ext2+journalling, so there's no "if" involved.

Depending on exactly what's being written when the power goes down, it can
hose an entire filesystem.

Filesystem performance isn't too much of an issue here, so I use ext3
everywhere. The rare times I've had power outages in the middle of doing
something, the journalling system has saved my bacon. I do, however, have
backups too.
