Well, slightly more than that. The 'x' bit controls access to files in
the directory. For example:

Basically you're giving a long post to illustrate what the person before you already said, but maybe he should've been more specific: the x bit controls the access to the directory.

This means, all actions that require the user to be in the directory,such as cd, ls, rm, cp ...etc, require the x bit to be set for it.
