Stephen's email client currently doesn't support utf-8 properly
because Stephen uses Gnus as a torture test for XEmacs, not because he
thinks it's a particularly good MUA.

That's correct, according to the RFCs, but it's only a weak
recommendation (be Catholic in what you accept, Puritan in what you
emit).  Nowadays UTF-8 should be perfectly acceptable.
