It seems you install an auto configuration tool such as laptop-net, ifscheme. 

if it works with laptop-net, 'ps ax|grep if' may be:
 3731 ?        S<s    0:00 /usr/sbin/ifplugd -i eth0 -q -f -u0 -d10 -w -I
or
 24349 ?        Ss     0:00 /usr/lib/laptop-net/ifd /usr/share/laptop-net/link-change eth0

Configuration files are in /etc/laptop-net/
