I kinda liked WX-Windows (GTK-based) when I tried it. The nice things about that is that is has several language bindings, including Python (the binding I played with). Of course, XEmacs has a full GNOME/libglade binding when GTK support is built in, and there is now a native xlib binding, and even an XEmacs-based window manager, xwem, which is faster than but not anywhere near as complete (yet) as sawfish.
