So can most decent MUAs, but what I have in mind is something that
would have a "plant thread" command that reroots at the current
message.  This would require finding and removing (or moving to Old-*
versions) _both_ the References and In-Reply-To headers.  Similarly,
it would often be nice to be able to splice a post with the same
subject into place with a "reparent post" command that adds the
necesary headers, picking up old References from the new parent, etc.

Roundup is a bug tracker that handles email and the web equally well
(or poorly, depending on your point of view, it's still pretty beta).

Basically for each issue it creates a mailing list (called the "nosy"
list).  Some people (eg, the assigned programmer) are automatically on
the nosy list, you can add people (not necessarily yourself) to a nosy
list by email or web if you have sufficient privilege on the tracker.
It also has the (dis- ;^) advantage of being written in Python.  If
you use the web interface to comment on the issue, a message is
automatically generated to those on the nosy list.
