Asahi-Net is by no means the only Japanese ISP to provide English support.
Unless you mean to say that they provide Engish support at the lowest
price (I don't know if they have the lowest price or not), then that was
a non-factual statement.

GOL provides English support, and also has virus and spam filtering 
available, and it works pretty well (disclosure: I am a former GOL
employee).
