You only need the low level floppy formatting... you don't need
to "format" it to put an MSDOS or other filesystem on the
diskette.
- If using DOS/Windows to make the diskette, use the rawrite (raw
write) utility to copy the image onto the diskette.
- If using Linux/Unix, use the dd command.
