Unicode is designed to allow round-trip conversion from all national standard character sets, including the ones in the Shift_JIS encoding. But it requires a look-up table, not a simple algorithm like between EUC-JP and ISO-2022-JP. Also, there are a lot of non-standard Shift_JIS encodings.
