That was my experience with cyber-fleet.  For a while I gave up and used
time.nuri.net for the same reason as someone else suggested, located in
Korea but including Japan in its service area.  Now I'm using two in the US
which aren't listed in a Monopolysoft web page which does list the two
mentioned above, but a certain amount of Xperience whispered their existence
to me.  Those two reply sometimes but not other times.

Oh, how did you discover that, and what are the names/addresses?  Since my
employer is presently a customer of OCN I think we should be eligible  ^_^

Maybe it's really in stratum 2-- ?
