OK, just did a test: I have Windows 2000 running in VMWare
and hooked up to my CUPS installation via Samba. It uses the
Windows printer driver to render the printable file and sends
it raw to CUPS. This DOES work for printing Japanese. So I 
suspect the problem has something to do with CUPS not finding
fonts it needs to render the printable file... 

Looking at the CUPs documentation, it seems that CUPS looks
for fonts in /usr/share/cups/fonts...indeed, there are no
Japanese fonts there. So my guess is that what we need to
do is locate some Japanese postscript fonts and slap them
in /usr/share/cups/fonts.
