Currently yes.

When the first WCDMA (3rd Generation) terminals from Nokia and other 
foreign suppliers will come here, that will change. They will have
Unicode. The same should apply if Japanese manufacturers sell WCDMA 
phones for use in both Japan and overseas.

All that should be some time in 2003.
