[tlug] RPM db3 - Operation not permitted

Does anyone has an idea what these errors mean?

error:  cannot open Packages index using db3 - Operation not permitted

error:  cannot open Packages database in /var/lib/rpm

The above errors appeared when I try to use the rpm command to unpack
the Start Office common 6.0 for i586.  I used the rpm -Uhv file name
