I think  you need to turn AddDefaultCharset to "off" in the
/etc/apache/srm.conf file. Does this ring a bell with anyone? The
default is "off", but I see it's "on" at that site.

The Apache docs have .htaccess in the context for AddDefaultCharset, but it
won't let me set it there.
