OK, if you do manual settings, use 192.168.0.1 as the gateway,
and as Tom suggested, take some address from the high end of
192.168.0.0/24 (above 200 is good) and use it.  If nothing
else has it, that should work.

However,

This says DHCP is on, and these

Are consistent with its using DHCP.  Take a look at the 
settings in network control panel, and you should see that
machine is set for DHCP.  If so, DHCP should work with the
WinME box as well, assuming that everything else is in proper
working order.  And of course, it's Windows, so be sure to reboot
after setting it to use DHCP, any time you use the mouse, or even
come near the computer :-)
