Do you get no bitching about "locale not supported" when you start any
modern application with the LANG variable set (Perl and XEmacs with
Mule at least come to mind), eg

steve@example.com:Teach$ LANG=no_WA.arb perl
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = (unset),
        LC_ALL = (unset),
        LANG = "no_WA.arb"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
^C
steve@example.com:Teach$ 

where "No way: arbitrary" :-) is a non-existent locale on my machine.

If Japanese is supported then the above command line should produce a
bitch but "LANG=ja_JP perl" should be silent.
