XFree86's Japanese configs have been broken forever. The base Linux configs aren't much better. The problem is that Japanese hackers mostly don't seem to use keys outside of those available on the Happy Hacker keyboard (ie, ASCII plus Meta and a dozen function keys). Those that do probably work on XTT or XFree98 (Heaven help us!) And it's _not_ just Linux. XKeyCaps, God's[1] gift to those who can't afford to replace the broken keyboards that most manufacturers include in their systems, has more Brazilian keyboards than it does Japanese.
