(knowing full well that the answer will be "the GCC steering committee") I _know_ that RMS hasn't lost control of gcc's political aspects (witness the recent removal of certain platform support from gcc-current), and moving the main dist site off the main GNU site without as much as a README doesn't strike me as something he would do.
