The shortest way with this one is to require permits, like we do for
driving a bus, flying an airplane, operating a ham radio, and many other
potentially hazardous activities that require the acquisition of complex
skills. There are government officials in many countries that would
happily provide funds to get the ball rolling. 

What is TLUG's take on a General Connection License?
