I can't find this in the handy web RFC index, but a bit of empirical
evidence:

helo softek.co.jp
250 trout.softek.co.jp Hello mikkabi.softek.co.jp [172.16.1.36], pleased

mail From: <chris@example.com>
250 <chris@example.com>... Sender ok
rcpt To: <"chris"@example.com>
250 <"chris"@example.com>... Recipient ok

... sendmail accepts it, so it may be considered valid.
