With HTB you can convert to lowercase or uppercase. Content is not being
touched unless you force to break every line that is longer than 80
characters. I never tried it on a Japanese page though)

HTB doesn't touch the attribute values for reasons mentioned earlier in
this thread.

HTB is a command line tool and does process the file in one swoop,
actually you don't have another choice.
Note: I had some trouble on my system lately with HTB spitting out
Segmentation Faults. All the supported platforms seem to work fine, but
Linux (and there is no source code available). :(

You might contact the author about the lower case attribute values. The
very first beta version did mess with my JavaScript and screwed
everything up, I contacted Tim and he changed it.
