There are organizations that will assign a name to your dynamic IP
address.  You script your machine to send in an update each time
you establish a new dial-up IP connection.  (Of course, reverse
lookups will get the *real* name, so mail coming from such a place
may be rejected by some hosts.)

I use Monolith http://www.ml.org/ which offers this service free.
DYNDNS.COM http://www.dyndns.com/ offers similar services.
